If money is at a premium, an inexpensive external USB soundcard should (other things being equal) be much quieter than the motherboard sound device that came with the computer.Spend as much money as you can - use a soundcard with balanced inputs, and use shielded cable, sufficiently long so that you can move the microphone right away from the computer.Avoid noise in the first place instead of trying to remove it afterwards.
